Q. Give detail of principles of policy of Constitution of 1973 ?

Answer :

1. INTRODUCTION:
    Principles of policy constitute the manifesto of the policies and programmes of the state as they are visualized by the framers of the constitution and are required to be kept in view by subsequent generations so as to secure continuity in the maintenance of homogeneous and consistent policy in the matters of handling the affairs of the state.

2. WHAT IS PRINCIPLES OF POLICY?
    The principles of policy are the manifesto of national objectives and this cannot be challenged in any court of law.

3. PRINCIPLES OF POLICIES IN 1973 CONSTITUTION:
   (i) Islamic Way of Life:
The state shall take steps to enable the Muslims of Pakistan to adopt Islamic way of life individually and collectively.
   (ii) Promotion of Local Government Institution:
The state shall encourage and promote the local government organization and instituion and shall give representation to peasants, workers and women. 
   (iii) Participation of Women in National Affairs:
The state shall take steps to ensure full participation of women in national affairs. Women will be encouraged to take part in all the fields of life.
   (iv) Promotion of Social Justice and Eradication of Social Evils: 
  1. Free Education: The state shall remove illiteracy and provide free and compulsory secondary level and higher education generally accessible to all on the basis of merit.
  2. Speedy Justice: The state shall ensure inexpensive and speedy justice.
  3. End of Social Evils: The state shall prevent prostitution, gambling and taking of injurious drugs, printing, publication, circulation and display of obscene literature and advertisement.
  4. Promotion of Backward Areas: The state shall promote with special care of education and economic interest of backward areas.
  5. Prevention of Alcoholic Liquor: The state shall prevent the consumption of alcohol liquor otherwise than for medical and in the case of Muslim for religious purpose.
  6. Participation of People in National Activities: The state shall enable the people through education, training, agricultural and industrial development, participate full in all forms of national activities.
   (v) Participation of People in Armed Forces: The state shall enable people from all the part of Pakistan to participate in Armed Forces of Pakistan.
    (vi) Foreign Relations: The state shall make strong relations with other countries of the world.
    (vii) Promotion of Social and Economic Well-being of the People: The state shall secure the well-being of the people by raising their standard of living by preventing the concentration of wealth and means of production and distribution in the hands of few and by ensuring equitable adjustment of rights between employers and employees and landlords and tenants.
   (viii) Facilities For Work: The state shall provide for all citizens within the available resources, facilities for work with reasonable rest and leisure.
    (ix) Basic Necessities of Life: The state shall provide basic necessities of life, such as food, clothing, housing, education and medical relief for all the citizens.
    (x) End of Riba System: Eliminate riba system as soon as possible.
    (xi) International Peace:  The state shall play its role in keeping international peace.
   (xii) Strengthening Bonds with Muslim World: The state shall strengthen bonds with Muslim world and develop friendly relations.
 (xiii) Decentralization of Government Administration: The state shall decentralize the Government administration to meet convenience and requirements of the public.
   (xiv) Protection of Minorites: Legitimate rights of minorities shall be protected by the state.
  (xv) Parochial and other Similar Prejudices to be Discouraged: The state shall discourage parochial, racial, tribal, sectarian prejudices among the citizens.

4. CONCLUSION:
    We may conclude that principles of policies provide guidance to the state. It included Islamic way of life, promotion of local government, full participation of women in national life, protection of minorities, promotion of social and economic well-being of the people and strengthening the bonds with the Muslim world.
